Security program and responsibilities

Verified against v0.21.0 · docs/security/README.md, docs/security/control-register.csv, docs/security/asvs-5.0.0.csv, SECURITY.md, ROADMAP.md

Parley uses a small evidence-backed security program. The baseline below sets engineering direction; it does not establish compliance, a completed ASVS assessment, a SLSA level, or a passed audit. Current product behavior is in the review pack and known limitations.

Baseline Purpose and target Evidence needed
NIST CSF 2.0 Organize Govern, Identify, Protect, Detect, Respond, and Recover for the maintainer and deployment profiles Current/target profile, owners, risk decisions, incident and recovery priorities
NIST SSDF 1.1 Stable secure development baseline Review, dependency/secret triage, protected build/release authority, vulnerability response, and change records
OWASP ASVS 5.0.0 Full applicable Level 1 and Level 2 verification target for web/API and integrations Exact versioned requirement IDs, applicability/exclusion rationale, automated and manual results
SLSA 1.2 Assess Build L2 authenticated hosted-build provenance as an intermediate target, then Build L3 builder hardening Artifact digest, authenticated builder, approved source and build policy, consumer verification, and evidence for every claimed level requirement

Framework versions are pinned baselines. Review new versions deliberately; a draft does not silently replace SSDF 1.1. Selected passing tests cannot establish ASVS Level 2. Signatures, SBOMs, and provenance do not alone establish a SLSA level or absence of vulnerabilities.

Use NIST SP 800-207 as a design lens for operator and connector access: network location or a valid identity does not replace resource authorization. For model-facing features, supplement the web/API baseline with the OWASP LLM Top 10 (2025) and NIST AI RMF 1.0 and its Generative AI Profile. These guide risk scenarios and evaluations; deterministic authorization and data isolation still enforce the boundary.

The repository’s evidence register and partial ASVS matrix start with source references and outstanding verification. Each control has a scope, responsible owner, implementation, verification method, dated evidence, exception, and review trigger. Status is planned, implemented but unverified, verified with evidence, or exception accepted by an accountable owner. Sensitive evidence stays private. Assessment readiness is a separate judgment.

Area Parley maintainer Deployment operator
Product and upgrades Secure code/defaults, supported fixes, disclosures, accurate limitations, migration and upgrade guidance Install supported releases; back up before upgrades; validate rollback against schema compatibility
Identity and infrastructure Supported configuration and authentication mechanisms Hosts, ingress, IdP/MFA policy, membership, certificates, infrastructure patching, local privileged access
Data Accurate storage, export/deletion behavior, connector data-flow documentation Permitted data classes, storage encryption, retention/deletion policy, logs, backup access and lifecycle
Releases Protected production path, verifiable artifacts, SBOM/provenance references and verification instructions Verify expected artifact, source and builder before deployment; record the deployed digest
Connectors and egress Minimal permission design, local authorization, secret handling, destination guards, documented limits Authorize providers/destinations and scope; protect and revoke credentials; review installed grants
Recovery Document database/schema and encryption-key dependencies, test relevant code failure paths Choose RPO/RTO, protect recovery keys, assign custodians, test representative restores and authorization reconciliation
Incidents Private product-defect intake, triage, fixes/advisories, operator communication Local detection/containment, evidence preservation, credential revocation, affected-user/provider escalation
Hosted service, telemetry, or support data Responsible for any service or data actually operated or received Approve data leaving the deployment and its recipients; assess the actual processing relationship

Org administration is a product role, not host or database custody. Its management without access boundary remains in force. Recovery authority comes from actual infrastructure and key custody; it is not a new org-admin permission. Self-hosting does not settle privacy or contract roles for telemetry, support dumps, or a future hosted service.

Operators should inventory exposed routes, enabled plugins/connectors, identities, stores, logs, backups, recipients and regions. Keep test and production data separate, record privileged/emergency access, and monitor authorization abuse, exports, connector failures, and resource exhaustion without logging meeting content or credentials.

P0 work protects a boundary before increasing its exposure; discovered critical weaknesses need immediate triage. P1 makes operation and evidence repeatable. P2 assurance work starts when a buyer, contract, jurisdiction, or risk warrants its scope and continuing cost. These are sequencing priorities, not deadlines.

Phase Work Exit evidence
Establish facts Deployment/data-flow inventory, allowed data classes, owners, current/target risk profile Approved scope/responsibility map and prioritized gaps
Protect current deployments Tenant/guest/admin boundaries, safe ingress, connector scope, release verification, restore and incident basics High-risk negative tests, manual configuration checks, verified artifact and representative restore
Prepare procurement Factual packet, maintained control evidence, scoped independent testing where justified Accurate buyer answers; resolved or disclosed material gaps
Commission assurance when justified Choose actual operated system, buyer criteria, assessor, and continuing owners Issued report/certificate with scope and dates, or a clearly stated gap
Sustain Patch supported versions, review access/providers, refresh changed evidence, exercise recovery/incidents Current evidence and tested operating process

The full ASVS applicability assessment, SLSA level assessment, named evidence owners, deployment-specific recovery objectives, and connector cache/revocation decisions remain work to complete. ROADMAP.md tracks strategic direction without promising delivery dates.

Prepare a dated packet identifying the owner and review trigger for architecture, responsibilities, data flows and recipients, identity/admin capabilities and gaps, access/audit behavior, retention/deletion and backup limits, recovery results, secure development/release evidence, independent assessment scope, support, and incident handling. Share only the evidence the buyer needs through an authorized channel.

SOC 2 or ISO/IEC 27001 is buyer-driven work for a defined organizational or operated-service scope. A maintainer’s assurance cannot attest to infrastructure run by a customer. A SOC 2 report, an ISO certificate, an application assessment, a penetration test, and a restore exercise answer different questions. Mapping controls or preparing a packet is not a passed examination.

Do not promise SCIM, customer-managed keys, residency, deletion deadlines, recovery objectives, or incident-notification periods without implementation and operating evidence. A future hosted/support service needs its own reviewed system boundary, actual processing/privacy obligations, continuing control owners, and a buyer/risk case before commissioning assurance.
